Benefit Administration
Acts as Manitowoc County's representative in analyzing, recommending and administering all fringe benefits.  Provides employees with information about fringe benefits available.  Orients new employees and conducts annual open enrollment.  Assures all required reporting is completed. 

Compensation Administration
Analyzes positions and assigns pay grades.  Authorizes wage increases within the pay plan.

Compliance with Employment Laws/County Policies
Completes required reporting.  Audits policies and practices to assure compliance and serves as a resource to managers and supervisors.  Assists employees in the utilization of their rights under the law. 

Labor Relations
Acts as the Employer's representative for all functions required under the Municipal Employment Relations Act

Performance Management
Administers performance management plan.  Acts as endorser of all performance evaluations. 

Position Control
Maintains records of authorized positions.
