| Agricultural Hazardous Waste |
| | For several years, in cooperation with the U. W. Extension department, an Ag hazardous waste collection program has been held yearly for drop-off of hazardous waste materials like pesticides, herbicides, solvents, cleaners, antifreeze, waste oils, and banned chemicals (such as DDT). There is no fee for farmers up to a certain amount of pounds. |
| Businesses Hazardous Waste |
| | Once per year, for the past several years the County has offered a businesses hazardous waste collection program for qualified businesses to drop-off hazardous waste materials like pesticides, herbicides, solvents, cleaners, antifreeze, waste oils, and banned chemicals (such as DDT). There is a minimal fee for qualified businesses. |
| Capital Outlay and Improvement Projects |
| | Coordinates most of the non-highway building projects for the County. Acts as the Owners Representative and Project Manager for County building construction projects from the design phase through to completion. |
| Compost Sites |
| | There are two compost sites that are operated by the County, one located at the MRF (Materials Recycling Facility) on Basswood Road, which is open year round. The other is located on Woodland Drive, which is open from late April to mid November. Residents are welcome to drop-off yard and garden waste at these locations. Unsifted compost is available for free. Woodchips and sifted compost are available for a purchase.

| Composting Programs |
| | The County offers a home composting program and two composting sites for wood and yard waste.

| Computer Recycling |
| | Residents and businesses can get rid of used computer equipment for a minimal cost at the MRF (Materials Recycling Facility) office on Basswood Road. This service allows old computers to be recycled and helps keep hazardous materials out of the landfills.

| County Bidding and Purchasing Procedures |
| | Coordinates, in cooperation with Corporation Counsel Department, the bidding and purchasing procedures for the County. |
| County Commercial Park and Property Management |
| | Coordinates property sales in the Manitowoc County Commercial Park and negotiates on the sale or purchase of other properties. Maintains property received through tax delinquency. |
| County Office Space and Remodel Projects |
| | Coordinates the office space usage and remodeling for most County Departments. |
| County Surplus Equipment |
| | Manages the disposal and sale of County Surplus Equipment from County departments. Coordinates the sale of property through auctions as well as the relocation of the equipment to other departments who can use the surplus equipment. |
| Court Ordered Community Service program |
| | Administers the program by interviewing, screening, placing and monitoring individuals ordered to perform community service by the courts. |
| Custodial / Cleaning services for County Buildings |
| | Manages the Custodial and Cleaning employees and services for most County Buildings. |
| Employee Parking Permits |
| | Distributes Parking permits for employees in the downtown area. Locations of the parking areas for employees can be obtained from the Public Works Department office. |
| Expo Center |
| | The Expo Center host a number of events including flea markets, bingo, horse shows and the county fair. They also offer event hosting, camping and winter storage. Follow this link to the Manitowoc County Expo.

| Federal Surplus Equipment |
| | Coordinates purchases and makes available information on the Federal Surplus Property program to County departments and other governmental agencies that use the Federal program. |
| Grounds Maintenance |
| | Manages the grounds maintenance programs, including snow removal, of county properties excluding the park and highway systems. |
| Home and Vermi Composting Classes |
| | Throughout the year, home and vermi (worm) composting classes are offered at the MRF (Materials Recycling Facility). The home composting class is a general introduction to composting. The vermi composting class goes into detail on how to set-up a worm-composting bin for kitchen scraps. |
| Home Compost Bin Sale |
| | Home compost bins are for sale at the MRF (materials recycling facility) office on Basswood Road. There are two styles to choose from that are ideal for residential composting of home, yard and garden waste.

| Household Hazardous Waste |
| | In May of each year the County has offered a collection of Household Hazardous materials. This provides an opportunity for county residents to safely and properly dispose of hazardous waste; like cleaners, pesticides, solvents, antifreeze and waste oils. |
| Inmate Trustee Program |
| | Screens, schedules and monitors inmates working as trustees in and around county-owned properties. |
| Inter-departmental Mail |
| | Manages the inter-departmental mail system for the County departments. This same system also delivers most of the supplies from a central purchasing location to the various departments that use the supplies. |
| Preventative Maintenance Program |
| | Performs all preventative maintenance of county building equipment to insure reliable operation and increased longevity. Also administers over the law enforcement center integrated security systems. |
| Recycling |
| | Coordinates the recycling program for the County. |
| Recycling Center |
| | The MRF (Materials Recycling Facility) receives and processes, recyclable paper, cardboard, plastics, glass and cans from curbside collections, residential, commercial drop-offs delivered by private haulers and residents of Manitowoc County. These recyclables are then sorted, processed and marketed. |
| Recycling Educational Materials and Facility Tours |
| | Educational materials on recycling are available at the MRF (Materials Recycling Facility) on Basswood Road. MRF tours can be arranged by calling 683-4333. |
| Residential Recyclables Drop-off Area |
| | The County maintains a drop-off area just south of the MRF (Materials Recycling Facility) on Basswood Road. These bins are set up for county residents to drop-off recyclable materials like paper, news paper, cardboard, plastic containers, glass and cans. |
| Solid Waste Program |
| | Manitowoc County provides a site, through a contract with the Ridgeview Landfill Site in Whitelaw, as a disposal facility for solid waste for County Municipalities. |
| Telephone System |
| | Manages the telephone systems for most of the County Departments. Training, information and equipment for the county phone system can be obtained from the Public Works Department office. |
| Tire Recycling |
| | Each year, usually in September, for the past several years the County has offered a yearly tire collection program. This two week long used tire collection is held at the MRF (Materials Recycling Facility). The collection provides county residents and businesses an opportunity to properly dispose of their used tires at a reduced cost. |
| Voice Messaging System |
| | Manages the Voice Messaging System for County Departments. Training and information on the Voice Messaging System can be obtained from the Public Works Department office. |
