VISITATION IS NON-CONTACT ACCORDING TO THIS SCHEDULE. If you come after this time you will not be allowed to visit. All visitors must be approved by jail staff prior to visitation, including children. All visitors will be required to show photo I.D. prior to visit. Unless it is an emergency you may not leave the visitation room. If you do leave the visitation area you must re-check in with Central Control. Visits will be terminated in any case where the inmates or the visitor become disruptive. No cell phones, cameras, food, beverage, or smoking is allowed in the visitation room. All purses and other similar baggage are not allowed in the visitation room. Lockers are supplied in the jail lobby for storage of these items during visitation. Visitors under the age of 18 will only be allowed to visit if they are immediate family, and must be accompanied by their parent or legal guardian in the visitation room. Grandparents are not considered legal guardians unless they have legal custody of the child/children. Children must be supervised at all times. Sitting on the counter will not be tolerated and good behavior will be expected.
The length of your visit depends upon the inmate's classification level.
Minimum Classification: 60 minute visit 1 time per week. Medium Classification: 45 minute visit 1 time per week. High Medium Classification: 30 minute visit 1 time per week. Maximum Classification: 30 minute visit 1 time per week. Inmates in discipline will not qualify for personal visits. If an inmate is brought in on a new charge which requires a bail hearing, their visitation request will not be processed or approved until after their bail hearing. The inmate must request you as a visitor. In order for them to do this they must fill out a visitation form which will require the following information: Last Name, First Name, Middle Initial, your date of birth, phone number, address, city, state, zip code, race, eye color, and hair color. If you don't think they have this information you may want to write them and enclose this information. Make sure you put their name on the envelope. See "FAQ" How do I send an inmate mail? for proper mailing instructions. Inmates may have unlimited immediate family visitors approved to visit. Immediate family includes: father, mother, step-father, step-mother, brother, sister, spouse, grandparents, and the inmate's children. They may also have 4 non-immediate family members to visit. Non-immediate includes: step-brother, step-sister, brother in law, sister in law, uncles, aunts, cousins, nephews, nieces, and friends. It is the inmates responsibility to notify the visitors when they have been approved. DO NOT CALL THE JAIL TO SEE IF YOU ARE APPROVED OR WHEN THE VISITATION TIME IS-THEY WILL NOT GIVE YOU THIS INFORMATION!
It is based on the type of current and past crimes they are charged with or have been found guilty of. It is also based on their previous history and disciplines while in custody. Their initial classification will not take place until they have been in custody for 72 hours. After their initial classification it will come up for review.

They have no release date until their probation agent sends a cancellation of the hold. The jail has no advance knowledge of when this is going to happen. You would have to refer all questions to their probation agent. The local probation office phone number is (920) 683-4590.
If you are posting the bail prior to the inmate's bail hearing you may post it at the jail. We will accept cash or personal checks which must be local (drawn from a banking institution within the state of Wisconsin). The maximum amount a check can be written for is $500.00. The check should be made payable to the Manitowoc County Clerk of Courts. If you are not in Manitowoc you may post it at your local Sheriff's Department however then we will only accept cash as a form of payment. Check with your local agency as they may charge fees to process the transaction. You must also have a valid identification card or driver's license when posting bail. If you are at the Manitowoc County Jail and request to post bail or fines for charges from another county agency, we will require payment in cash. If you want to post bail for an inmate who has had a bail hearing for charges which occured in Manitowoc County, you may post it at the Manitowoc County Clerk of Courts office during regular business hours (Monday-Friday 8:30am-4:30pm). After hours or on holidays you may post it directly at the jail.
Not necessarily, if the defendant fails to show up for court the monies could be forfeited or could be used to pay fines and court costs.
All inmates are given the opportunity to speak with and be represented by a public defender at their bail hearings. The courts will provide an interpreter if they do not speak English.
*Persons brought in on new charges and/or warrants will make a bail hearing at 1 pm the next business day following their arrest. The public may view the bail hearings from Room B-15 in the basement of the Manitowoc County Courthouse, 1010 South 8th Street. The inmate will appear via video. *For those inmates that do not have their own attorney for their bail hearing, the State Public Defender may represent them in court. The Public Defender comes to the jail to interview inmates that are scheduled for a bail hearing that day. * Do Not call the jail after the bail hearing to find out if or when an inmate is to be released. If the court grants an inmates release after the bail hearing, the releasing process will only begin once all bail hearings are completed for that day, after the Clerk of Court has completed all release paperwork and after it has been reviewed with the inmate(s) getting released. The jail priorities and staffing also plays a part. *Jail uniforms will be worn for court appearances. The exception to this is if the inmate has a Jury trial or the inmate has Huber Law and going to court without a deputy. *The court schedules all court appearances for individual inmates. Visitation with the inmate shall not take place during the court hearing.
This means that we are holding the inmate for another agency. They are held here until the agency with the hold comes to pick them up for transport to their facility.
An inmate must have less than .69 cents in his account for 2 weeks to be considered indigent. An indigent county inmate may order an indigent hygiene package each week. In addition to the hygiene articles it also contains a stamped envelope. This purchase will only be billed to their account if they are an employed Huber inmate who are still indigent. Huber inmates who go out for childcare are not eligible for an indigent pack.
There are several categories on the PX/Canteen order form. They are:
Hygiene Articles: Such as Acetaminophen, soap, shampoo, deodorant, toothpaste, ect. Miscellaneous: Such as pencils, papers, stamped envelopes, radios, batteries, ect. Candy: Such as candy bars, hard candies, ect. Chips & Snacks: Such as chips, crackers, granola bars, pudding, ramen noodles, ect. Liquids (instants): Such as coffee, juices, teas, ect. Greeting Cards: For birthdays, and special occasions. Clothing: Such as thermal tops and bottoms, and undergarments.

The inmate must submit a written request for a haircut to the bookkeeper. They will the be placed on the haircut list if they have enough funds. To qualify for an indigent haircut they must be here for 1 month and be under .69 cents for 2 weeks prior to first indigent haircut. Subsequent indigent haircuts may be requested once per month. State inmates requesting more that one haircut in a month will need to have money in their account to pay for the additional haircuts.
*Health Services will not disclose medical/dental information to persons other that the inmate. Information will be disclosed as needed to medical facilities for continuation of medical care. *Inmates are responsible to direct and address all medical/dental concerns with the Health Services Unit. *All medical/dental appointments must be scheduled by the Health Services Unit. If appointments were scheduled before incarceration, the Health Services Unit must be notified at least 72 hours prior to the appointment to verify and determine if approved. *Narcotic and/or sleep aid medications are not allowed. This includes methadone and suboxone. *All prescription medications must be brought to the jail in the original, pharmacy container. Prescriptions must be current and properly labeled. Multiple medications combined in one container are not allowed. *Inmates are responsible to have prescriptions paid for and brought to the jail. The Health Services Unit will check the status of needed refills weekly. Refills will be requested through the inmate's current pharmacy. Inmates will be notified when refills are available at the pharmacy. *Over-the-counter medications are not allowed to be brought in. These items may be purchased from the canteen. Diabetics are responsible to have all needed supplies brought to the jail: testing meter, strips, syringes, insulin, alcohol preps, and lancets. *Diet modifications are approved only with verification from a doctor. All inmates are provided with 7 sets of underwear, t-shirts, bras, and socks to wear while inside the jail facility. They are given an initial hygiene package upon their booking. The hygiene package contains a toothbrush, toothpaste, soap, shampoo, and a comb. Additional supplies will have to be ordered off of PX/Canteen and paid for with money in the individual inmates account.
The Department of Corrections will only allow limited items to be dropped off for state inmates. For this reason, the Manitowoc County Jail will only allow cash, money order, or a certified bank check to be mailed in or deposited in the lobby cashier for state inmates. All funds received for state inmates will be processed according to their issued DOC guidelines for state inmates housed in county jails. Allowable items for county inmates. Money (money order or certified check) will need to be mailed to the inmate. The lobby cashier will be used for deposits made at the jail. Mastercard/Visa and cash ($5.00 increments) are accepted by the machine. Money for PX/Canteen is no longer accepted at the front window. You may drop off (non-expired) prescription medications in the original bottles only, no narcotics. You can also drop off glasses with soft case, contacts, and dentures. Clothing may be dropped off for Huber inmates to wear out to work, or for an inmate to wear to his/her jury trial.
Bible study, AA/NA is offered to all inmates except those who are classified as a maximum. Maximum inmates will be given a bible if they request it. Sentenced inmates who are not classified as maximum will be allowed to participate in the following programs offered by Lutheran Social Services: Anger Managment, Cognitive Restructuring and Life Skills. Sentenced inmates who are not classified as maximum will be allowed to participate in the following programs offered by Lakeshore Technical College at the jail: GED, HSED, Adult Basic Education, Employability Skills, Parenting and Money Management. It is the inmates responsibility to sign up or request these opportunities.
Applications are at the front counter of the jail or you can print one from this site by clicking on the "Forms and Documents" tab. Once the application is completed return it to the Electronic Monitoring Officer as soon as you can. This way the application can be processed and you will know if you have been approved/denied prior to your report date. Forms and Documents

Once in custody you must fill out a request slip to the trustee coordinator requesting to be a trustee. You must be serving a sentence not less that 30 days in order to apply. Each request will be handled and/or approved on a case by case basis. Trustee duty is a privilege and not a right.

Any letter that does not contain a return address will be placed in their property for them upon their release. If there is no name, just a return address the letter will be sent back as return to sender.
Soft covered books may be purchased and mailed directly by the bookstore. Magazines are by subscription only. An inmate can only possess 4 (books or magazines) in their cellblock. Adult and Maxim magazines are not allowed.
No messages will be passed on to an inmate. You will need to contact them through the mail. You may want to set up a number and time of day for them to call you. If there is nothing new then don't accept the call.
There are phones located in the cellblocks for their use. All phone calls are collect calls only unless the inmate has purchased a pre-paid phone card from the jail which will allow them to call direct. There is a 15 minute time limit set per phone call, so the inmate will need to redial each time the conversation has been terminated. To set up an account or for any other phone problems you are experiencing you can call the phone company at 1-800-844-6591.
Professional visits include clergy, attorney, and counselors. They are held daily during the following times:
8:00am-11:00am, 1:00pm-4:30pm, and 6:00pm-8:00pm.
In order for a clergy person to have a one on one visit with an inmate they will need to be pre-approved. In order to process this information you will need to provide us with a photo I.D. and your Pastoral card from an accredited church. Jail Administration will notify you when and if you are approved. Attorneys must present their bar card and photo I.D. prior to any visits. Counselors must provide a photo I.D. and an employee work I.D. prior to any visits.
